Demand to change the criteria for riverine excavation

Makawanpur. Stakeholders have discussed with the secretary of the Ministry of Federal Affairs and General Administration about the problems arising due to the standards issued by the Government of Nepal regarding the excavation of riverine materials( Sands, Stones, gravel).

A team led by RaghunathKhulal, Bagmati State Chairman of District Coordination Committee federation and Chief of District Coordinating Committee Makawanpur, met Secretary at the Ministry of Federal Affairs and General Administration Eknarayan Aryal at the ministry on Thursday and discussed about the problems arose because of criteria regarding the excavation sands, stones and gravel.

During the discussion, Chief of D.C.O Makawanpur, Khulal said that the development projects as well as the income of the local people have been affected due to the non-excavation of Natural Resources because of the criteria issued by the Government of Nepal and the circular issued by the Ministry of Home Affairs. He said that due to the criteria we are failure to approve IE and we are unable to manage the contracts for riverine products and would affect the physical development and various schemes at the local level.

He drew attention to the issue of shortage of riverine material due to non-excavation due to the criteria and urged for the amendment of the provision in Article 4 of 10 of the criteria as the time of development has started.

Chief Khulal also informed secretary Aryal about the lack of technical staff(engineers) in the District Coordination Committees. He said that the lack of technical staff in most of the D.C.O Office use to create problems in the monitoring and other works and requested to send technical staff or allow the Office for Contract appointment.

Similarly, the problem related to the gratuity of the retired employees working in the District Development Committee were also discussed, said Chief Khulal. During the discussion, secretary Aryal gave positive feedback on the problems faced by the Office and assured that he would seriously seek solutions.

The team led by D.C.O Bagmati State president and D.C.O Makawanpur Chief Khulal included D.C.O Kathmandu Chief Shiv SundarRajbaidya, central spokesperson and D.C.O Bhaktapur Chief NavrajGelal, D.C.O Sindhupalchowk Chief Tamang, Village Federation Bagmati State member and Manahari Village presidents EkrajUpreti were present during the meeting.
