Dispute over No-confidence motion

Makawanpur: – The main agenda of the seventh session of the Bagmati Provincial Assembly, which will begin on Wednesday, seems to have been concerned over the no-confidence motion filed by the CPN-Dahal-Nepal group against Chief Minister Dormani Paudel.

After the parties failed to reach an agreement on how to proceed with the no-confidence motion at a meeting of the Working Arrangement and Advisory Committee on Tuesday, Speaker Sanu Kumar Shrestha has formed a ‘No-confidence Motion Drafting committee’.

The nine-member draft committee consists of CPN Chief Whip Keshav Raj Pandey, Whip Buddhiman Majhi, Congress Parliamentary Party Whip Chhiring Dorje Lama, MP Rajendra Pandey, Ganesh Dulal, Rita Majhi, Reena Gurung, Shobha Shakya and State Assembly Secretary Krishna Hari Khadka.

The lawmakers participating in the meeting said that there would be no division of the votes and it will take more times. MPs have not yet been informed about the no-confidence motion being registered in the state assembly. Therefore, the process of division of votes is being finalized immediately as per the rules, regulations and rules of procedure of the state assemblies, ‘said Lama. He said that the process of division of votes will move forward only after the procedure is passed by the state assembly.

The Dahal-Nepal faction of the CPN had filed a no-confidence motion against Prime Minister KP Sharma Oli centered in the state assembly on Poush-10 with the signatures of 45MPs. At the meeting of the Working Arrangements and Advisory Committee, there was a tug of war between the CPN-Oli group and the Dahal-Nepal group for some time. Rajendra Pandey of the Dahal-Nepal faction had called for an immediate end to the no-confidence motion. “A no-confidence motion has been registered. It should not be too long. Minister for Physical Infrastructure Rameshwar Phuyal, close to Chief Minister Paudel, had remarked that the no-confidence motion came from the wrong process. The motion of no-confidence was tabled at the end of the state assembly session. So this process is wrong, ‘he said. According to sources, during the meeting, he repeatedly questioned the process of filing a no-confidence motion. In the meeting, Discretionary Share and RPP had stated that the process of no-confidence motion should be completed in a legal manner.

The main opposition Congress, which is considered decisive to the success or failure of the no-confidence motion, has not yet made an official decision. Congress has 22 votes in the state assembly. In the 110-member state assembly, 56 members have reached the majority. There are 3 MPs from Vibekshil Sajha, 2 from RPP, 2 from Nepal Mazdur Kisan Party and 1 independent. Both groups of the CPN are waiting for the decision of the Congress. Congress MP Nima Lama informed that the meeting of the parliamentary parties will be held on Wednesday. “We make the right decision from the meeting,” he said.

While Chief Minister Paudel is claiming that the no-confidence motion will fail, Ashtalakshmi Shakya, the leader proposed by the Dahal-Nepal group as the Chief Minister, is saying that she will get the support of the Congress and smaller parties.
