The seventh session of the state assembly, which began on Wednesday, has been postponed until further notice. Speaker Sanu Kumar Shrestha said that the no-confidence motion would be taken forward procedurally in the meeting of the Working Committee and Advisory Committee but adjourned the meeting without further discussion with the parties. She did not formally introduce a no-confidence motion in the House. The Dahal-Nepal faction of the CPN has protested against the speaker&#8217;s move.<\/p>\n<p>The group&#8217;s MP Rajendra Pandey accused the speaker of being &#8220;impressed&#8221; and adjourned the house. &#8220;Postponing the sitting until further notice means that the parliamentary session has been adjourned in the current situation,&#8221; he said. &#8220;The speaker did not run the house as per our advice.&#8221; Pandey claimed that there was an attempt to confuse the issue even though the no-confidence motion should be settled as soon as possible.<\/p>\n<p>The Nepali Congress, which is considered decisive to form a new government in the state and retain Chief Minister Paudel, has responded that the meeting of the state assembly should be postponed as a no-confidence motion drafting committee has been formed to decide on the no-confidence motion.&#8217; No procedure has been worked out to divide the vote on the no-confidence motion. In such a situation, it is natural for the House to be adjourned. During the discussion, the Speaker has committed to convene the meeting as soon as the rules of procedure are finalized, &#8216;said Congress Whip Chhiring Dorje Lama. According to the Parliament Secretariat, the Speaker has postponed the meeting of the Provincial Assembly due to the belief that a new bill should not be introduced.<\/p>\n<p>According to Parliament Secretariat sources, another meeting is likely to be held in a week or so. A no-confidence motion against Prime Minister KP Sharma Oli centered was registered in the state assembly on Poush-10 with the signatures of 45 state assembly members from his own party&#8217;s Dahal-Nepal group. Out of 110 members in the state assembly, 56 will get majority. There are 3 members of Bibekshil Sajha, 2 members of RPP, 2 members of Nepal Mazdur Kisan Party and 1 independent MP. The no-confidence motion procedure drafting committee has suggested providing no-vote in the procedure being prepared to facilitate the division of votes on the no-confidence motion. A meeting of the nine-member Rules of Procedure Drafting Committee formed under the chairmanship of Speaker Shrestha has suggested arranging no-vote in such a way that the pros, cons and opponents can remain neutral.<\/p>\n<p>&#8220;The draft is in the final stages. There is no vote in the House of Representatives. Accordingly, we have suggested, &#8216;said Lama, a whip of the Congress and a member of the draft committee.&#8217; It is the right of the speaker to include or not to include this issue in the draft&#8217; Pandey, Ganesh Dulal, Rita Majhi, Reena Gurung, Shobha Shakya and Secretary of the Provincial Assembly Krishna Hari Khadka are in the committee..<\/p>\n<p>Speaking on behalf of the parties represented in the House at the beginning of the state assembly meeting, the leaders of the parliamentary parties had protested against Prime Minister Oli&#8217;s unconstitutional dissolution of the House of Representatives.
